Summary

The Human Resources Specialist is responsible for providing administrative support to the Human Resources Department. This position works closely with the HR Director and HR Manager to fulfill responsibilities in the following functional areas: FMLA, Workers' Compensation, ADA accommodations, leave management, and general administrative duties.

Essential Duties and Responsibilities include the following under the direction of the Human Resources Director: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

* Makes first line determination regarding HR questions forwarding more complex issues to appropriate individual. Answer routine questions regarding policies and procedures.
* Manages administrative functions for Workers Compensation, Accident Injury, and other insurance claims.
* Assist in FMLA applications and tracking
* Supports purchase process and records maintenance of all Purchase Orders in the department per departmental regulations and the Procurement Policy.
* Publish bi-monthly employee newsletter.
* Oversee employee anniversary recognition program.
* Assist with compiling data for reports, using HRIS system.
* Assist special projects such as research, internship program, design of brochures, handbooks, etc.
* Assists with preparation and submission of ongoing reports pertaining to employee personnel information and data, including but not limited to issues such as benefit costs, absenteeism, applicant tracking, Affirmative Action/EEO, compensation, etc.
* Maintain and expand knowledge and understanding of existing and proposed federal and state laws/regulations affecting Human Resource Management and apply to daily work.
* Participate in meetings, seminars and training as needed or assigned.
* Prepare and process purchase orders and invoices, including verifying invoice services/charges, determining appropriate account numbers, and submitting to the Finance Department for final payment.
* Meet and greet visitors to the Human Resources Department.
* Maintain confidentiality of all information.
* Other duties may be assigned.

Qualifications

Education and/or Experience

Requires twelve months of coursework or training beyond high school in Business Administration and two years of related experience, or an equivalent combination of education and expertise. Ability to maintain confidential information required.

Skills and Abilities

* Ethical in conduct and able to maintain a high level of confidentiality.
* Provide excellent customer service to employees, applicants, visitors, and citizens.
* Must have knowledge of office administrative procedures, and knowledge of use, and operation of standard office equipment
* Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database, and presentation software.
* Must have high level of people skills to handle sensitive and confidential situations. Position continually requires demonstrated poise, tact, and diplomacy.
* Ability to collect data and summarize data for reports, find solutions to various administrative problems, and prioritize work.
* Work requires continual diligence, establishing priorities and meeting deadlines.
* Knowledge of basic employment laws, such as ADA, FMLA and accepted practices and procedures of the Human Resource department.

Language Skills

Able to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. In addition, drafts reports, business correspondence, and procedure manuals in a professional, organized and standard format. Effectively communicates information and responds to questions from a diverse group of managers, clients, customers, and the public.

Mathematical Skills

Competently adds, subtracts, multiplies and divides of all units of measure, using whole numbers, common fractions, and decimals. Computes rate, ratio, and percent; draws and interprets bar graphs.

Reasoning Ability

Solves practical problems and quickly adapts to situations where only limited standardization exists. Adept at interpreting a variety of instructions furnished in written, oral, diagram, or schedule form.

Certificates, Licenses, Registrations

Current driver's license

Other Skills and Abilities

* Demonstrated knowledge and experience using Microsoft Office. Quickly learns customized software applications necessary to input and maintain personnel records. (Experience using a database is a plus)
* General knowledge of applicable employment laws and practices.
* Provides excellent customer service for internal departments and a diverse public. Oral and written communication skills are clear, concise, and diplomatic.
* Effectively manages time and prioritizes workload appropriately.
* Resourceful, self-starter skilled at managing multiple tasks without supervision

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:00am -4:30pm. Occasional evening, weekend or hours adjustments may be required as job duties demand.
