Job Description:
SUMMARY:
The Payroll Specialist will oversee and supervise the City of
Covington's payroll functions, ensuring pay is processed on time,
accurately, and in compliance with government regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position. These are not to
be construed as exclusive or all-inclusive. Other duties may be
required and assigned.
--- Prepares and issues City payroll on a bi-weekly basis.
--- Prepares and issues two additional payrolls per month:
supplement pay to our Police & Fire Departments and Legacy Pension
Payments.
--- Processes and submits monthly CERS Payment to the Kentucky
Retirement System.
--- Authorizes banking transactions associated with payroll and
third party transactions.
--- Reviews and obtains approval for weekly medical check runs
through our medical provider.
--- Assists Finance Director with City of Covington Audit Committee
and Legacy Pension Board Meetings.
--- Assists Finance Director with union contracts negotiations that
relate to payroll and ensures that employee paychecks conform to
provisions of the contract.
--- Address issues and questions regarding payroll from employees
and superiors.
--- Prepare reports for upper management, finance department,
etc.

QUALIFICATIONS:

KNOWLEDGE, SKILLS AND ABILITIES:
--- Solid understanding of accounting fundamentals and payroll best
practices.
--- Very good knowledge of legislation and regulations of the
field.
--- Proficient in MS Office and good knowledge of relevant software
(e.g. Paycom) and other applicable databases.
--- Trustworthy with attention to confidentiality.
--- Outstanding organizational ability with great attention to
detail.
--- Excellent communication skills.
EDUCATION and/or EXPERIENCE:
A minimum of a Bachelor's degree in Business Management,
Accounting, Finance or related field or three to five years of
related experience required. Must have a high level of proficiency
with Microsoft Office programs and strong analytical, oral
communication, and writing abilities.
CERTIFICATES, LICENSES, REGISTRATIONS:
Possess and Maintain a Valid Driver's License.
LANGUAGE SKILLS:
Ability to read, analyze and interpret common technical journals,
financial reports, and legal documents and write routine reports
and correspondence. Effectively communicate and present information
to all levels of the organization.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of
measure, using whole numbers, fractions and decimals. Capacity to
compute rate, ratio, and percentage, also able to create and
interpret various types of graphs.
REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw
valid conclusions. Capability to apply common sense understanding
in order to carry out instructions furnished in written, oral or
diagram form.
PHYSICAL DEMANDS:

employee is regularly required to talk or hear. The employee
frequently is required to stand, walk, and sit. The employee is

required by this job include close vision, distance vision, color
vision, peripheral vision, depth perception, and the ability to
adjust focus.

employee will work in an office environment. The noise level in the
work environment is usually quiet.
POSITION TYPE/EXPECTED HOURS OF WORK:
This is a full-time position. Days and hours of work are Monday
through Friday, 8:00 am - 4:30 pm. Evening, weekend or hours
adjustments may be required as job duties demand. This job
