As a Revenue Officer you will perform collection related activities within the established laws, rules and regulations. The role of the Revenue Officer varies depending on the organization for which you are hired. For Field Collections, cases are primarily worked in the field. As a Revenue Officer you will be responsible for collecting delinquent accounts, secure delinquent tax returns, and/or performing a technical review of the collection activities to determine compliance. On the other hand, the Technical Reviewer is responsible for evaluating closed cases to determine if the conclusions reached are consistent with the tax laws, procedures and policy requirements. Regardless of the position you choose, each day is filled with new challenges, and offers many opportunities for personal and professional growth.As a Revenue Officer Advisor/Reviewer you will:* Evaluate collection casework, apply review standards and procedures, and determine whether conclusions reached are consistent with tax law, procedures and policy requirements.* Manage and coordinate assigned programs in accordance with established guidelines. Provide technical, clerical, and management personnel with guidance and feedback on program operations and results.* Explain IRS policy and procedures, providing instructions and analyzing complex or unusual issues presented by taxpayers, practitioners and Service employees.* Analyze and review case files, supporting documentation and other information for adequate factual and technical development of issues; the proper applications of tax law, collection policies, and procedures; and appropriate case resolution.* Work with team members to identify ways to improve the quality review process, promote team concepts through a variety of ways including coaching other team members and sharing of best practices and institutional knowledge.* Keep current with significant changes in the laws, rules, regulations, court decisions and other tax publications relative to the assigned areas of responsibility* Organize and coordinate the efforts of Service employees and other parties to protect the Government's interest and to expedite the payment of taxes and the securing of delinquent returns.* Explain IRS policy and procedures, providing instructions and analyzing complex or unusual issues presented by taxpayers, practitioners and Service employees.* Provide and maintain liaison with Federal, state, and local court officials, appear in court and present or document evidence in support of the Government's position.* Prepare written reports, correspondence, referrals and forms that are clear, concise, and accurately reflect the factual information.WHERE CAN I FIND OUT MORE ABOUT OTHER IRS CAREERS? Specialized experience for this position includes: Experience that demonstrates knowledge of lien law and lien priority. Experience distinguishing the difference between statutory lien and notice of federal tax lien requirements-filing and refiling of the lien. Experience determining lien priority based on recording date, place of recordation and state law knowledge on property and rights to property interests. Experience with collection statute determination and the various factors and events that extend the collection statute date. Experience in reviewing and recalculating the collection statute date when OIC, bankruptcy, innocent spouse, CDP appeals or installment agreements extend the collection statute date. Experience that demonstrates knowledge of assessment date and statute calculations for Trust Fund Recovery Penalties (TFRP). Experience in applying Taxpayer Bill of Rights TBOR provisions on the assessment statute suspension on timely TFRP protests. Show a clear and basic understanding of the special condition liens and/or levy and when they are applicable. Experience in preparing and submitting a suit referral involving any of the following: a special condition lien, reduce tax claim to judgment, injunctive relief or foreclosure of the federal tax lien. Experience identifying which suit is applicable for circumstances. Experience that shows a basic knowledge of Administrative Claims, Wrongful Levy and Lien Claims and TFRP claims and manual refunds. Experience as a liaison between multiple parties such as The Department of Justice, Area Counsel, Taxpayer Advocates Office, Appeals, Disclosure Office, all levels of Collections, Campus, Special Interest Groups and the General Public. Demonstrate in-depth knowledge and understanding of the Internal Revenue code (IRC) and multiple State Laws. Can differentiate between property types and conveyance mechanisms i.e. Quit Claim, Deed of Trust, and Warranty & Statutory Deeds. Show a basic understanding of the "Decedent" program including the impact of local state laws and completing a Proof of Claim. Experience in strategically planning, prioritizing cases and meeting competing demands while balancing a multi-program workload.* The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.* To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.In addition to the above requirements, you must meet the following, if applicable:You must have been at the GS-11 level for 52 weeks (time-in-grade requirement).Education
